Shouldn't be a difference if say, a player on the sideline, caught the ball on one foot while the other one is in the air on the out of bounds side, but is not touching the ground.

As it was pointed out, it's no difference than dragging your foot.

Well, if the D keeps playing like it has in the 1st half, everything should be OK.

But if they play like they have in the 2nd half of every other game this year ...
