I really think the problem is that these guys have full time jobs in other fields, and we've become a society that expects certain professions put in incredibly long hours now.

Years ago, the officials had more "free" time to spend on working on their part time jobs.

But that isn't true any longer.

If these guys, generally, get more than a couple of hours to hone their craft as officials, that's a bonus.
