Vern Miller was the overzealous AG of Kansas from 71 to 75. The memory is a bit vague on this but I believe he actually arrested a flight attendant for serving alcohol over "Kansas airspace". I'd love to dig that out of the TCJ archives, but can't get it. I know he made headlines for stopping Amtrak trains and checking them.
Miller was a nutjob. He'd jump out of car trunks to nab people on possession charges for weed. The guy was unreal. In 1999 he wanted to come back and run for Shawnee Co. Sheriff. He didn't make it out of the primary.
You have to remember this state was the last state in the union to amend the state constitution to allow, regulate and tax liquor sales. And it wasn't until 1987 that the state constitution was amended to allow liquor by the drink and 2003 to allow Sunday liquor sales.
