No, the point of the article is that question is worthless. It is an oversimplification and doesn't achieve anything by being asked or discussed because of how many other factors go into the situation. It wasn't excusing Vick's actions because of his background as your post suggests.

If you really want to draw this out to the end, if Vick were white he wouldn't have the foot speed or the same type of athleticism as he has, and would not have had the same career.
