A Super Bowl win justifies it. Besides, didnt you think the same thing when Denver first signed Manning? Yet EVERY year they are active in Free Agency...:hmmm:

No rebuilding process takes 5-7 years unless management is screwing up routinely and dramatically.

Even coming back from total cap purgatory shouldn't take more than 2-3 years to be competitive again.

It's a win now window... we'll see what happens cap wise in 2-3 years, but I have to imagine these deals are being structured in a smart manner.
