The other problem is the cops. They are not smart. Should of locked the mall down with them inside and called each parent.
I am betting the meetup happened off an app. Have a few of the kids crack and give up how they are meeting up.
Charge everyone for loitering and the ones actually fighting for the assault and more if done. If the kids were 15 are younger charge the parents.

This shit keeps happening and they need to quit being reactionary.

I'm sure a lot of these parents are the same kind of people who line up outside of Wal Mart on Thanksgiving Night, and beat the crap out of each other over a game console...

I work in a downtown high-rise, and one time I looked out my window to see a bunch of teenage girls crossing the street. There were probably 40 or 50 girls in two groups, one ahead of the other. The larger back group caught up with the smaller front group and then it was a big brawl from there. I was sitting on my upper floor looking down as girls were slamming other girls' heads against cars, punches were being thrown in a dozen melees, and all sorts of general chaos happened as they chased each other around on a busy street. It went on for maybe three or four minutes before everyone got dispersed. There were no weapons and no significant injuries, but it was surprising to see. And contrary to cinematic standards, not a single one got her clothes ripped off.

We went to the mall for one reason, and it wasn't to fight.

Yep, it was to pick up girls.

Hell yes. When IC opened, it was the biggest mall in the country.

It was a pretty big deal at the time.

Schools would be the last place people should expect to look towards for discipline or structure. Blame the home. Parents or parent and lack of family structure. I blame the men or lack of men in these kids lives. Until certain cultures start cleaning up their mess it's going to stay the same or worse.

Shit, my mom would be locked up as a child abuser today. She'd beat my ass with whatever was handy, wherever we were. And thank God she did.
