Arterial blood is oxygen rich, and therefore much brighter than blood found in veins. Though I'm not sure if you were saying its fake blood, or the photo has been altered. I can almost wholeheartedly assure you the photo's saturation has been increased; almost every single picture shown in a magazine is now over-saturated.
