There is no rule that I'm aware of that doesn't allow the Chiefs to negotiate and agree to a deal with franchised players during the season.
They simply can not sign the deal until the season is over.
If I'm correct, then the Dolphins could negotiate a deal that would be signed at season's end.
After reading through this thread, this seems like a moot point anyway.

Fitz has the most reliable hands, and is the most disciplined receiver in the league, while CJ is an athletic freak.
But beyond that, there isn't a receiver that I would argue is better than Bowe.
No one has worked with crap at QB as long as, and more consistently, than Bowe, and he still puts up great numbers.
Get him a QB that gets him the ball accurately and on time, and some of the drops will disappear.
