I don't know the guy but I can see how he thought he was doing something constructive rather than sexual. Sometimes the best deterrent for a teenager is embarrassment with their peers.

Mom's boyfriend was incredibly misguided. Ridiculously stupid. Worthy of scorn and ridicule - even arrest. But without intent he doesn't deserve to be put on a list nor serve time as sex offender.
