It's WHEN the penalties are called and the final impact that matters...calling a holding in the 1st quarter isn't the same as a PI on 4th down that would end the game. Taking off a late TD isn't the same as offsides...

They took points off the Titans game, allowed the game to continue vs. the Saints & Bucs (4th down PI)...didnt call a UR penalty vs. the Ravens. Called the Texan short 3 times in row... That is a bloated stat that the officiating created...
