I think next time your dog starts barking in the middle of the night, you might want to quietly investigate - like, go out the front door and sneak around the back. If there's a hose dipped into your pool, grab it and yank whatever's connected at the other end onto your property as fast as you can. I assume spirited highjinks would shortly ensue.

Or maybe just look out the window and then call the cops, if you're not that confrontational.
