I still like having some kind of ownership interest, but something along your lines at least ensures the city that bends over backwards for a team at least gets some say. Green Bay, the city, is by far the smallest city to have a major sports team. The Packers are communally owned so the NFL can't threaten to move the Packers to say Milwaukee. The NFL basically has no leverage over the city of Green Bay.
