Last time I was in Oaxaca City the entire historic downtown was taken over by a tent city as the state’s teachers were on strike and were all camped downtown while striking.

El Paso was lit up like a normal city. Juarez is 4-5 times more populated, but didn't have near as many lights and looked much smaller from the air.
