You're error is assuming the NFL gives half a **** if they're consistent. They've been crushed on punishment since they turned it over to Goodell. And they just don't give a ****.

Is that correct? I have no clue what the answer is, but it was during the summer IIRC and he may have signed with the NFLPA if he'd declared for the draft.
I don't know the rules, but it's possible he was an NFL employee at that point.
