What specific rule would they be violating? This isn't tampering since he has been released. I'm confused.......something with the new CBA?

i think they're not allowed to contact him until he's officially listed on the waiver wire.

even though he's not technically going to waivers in the traditional sense.
that's what I got from it anyway
