I am not sure what you saw but they may be call boxes. They have them on certain freeways and many bridges like the San Mateo bridge

I'll bet they are speed sensors, check this web page out they give current traffic speeds all over the San Diego area.

Sounds like they are emergency call boxes, they call directly to an operator, once you are stranded on the freeway you are screwed.

Ok I paid attention as I was driving home last night.
They have to be traffic sensors. Also, they don't have "sniffers" on the highway, that would be too ****ing expensive. Plus do you know how many people in CA would get caught if they had those? |
