I thought the NFL was going reduce preseason down to two games and add two extra teams to post season.

Joe Callahan looks better than Colin Kaepernick.

Either would have been a good choice. Both Mariota and Winston look like good young QBs. Bucs have just done a better job of surrounding Winston with what he needs.

Preseason should be 2 games & have a 18 game regular season.

2 games to figure out who you want to keep on the roster and also figure out who you might want to bring in from another team?

NFL coaches are good but the Pre-Season games are the only things that truly allow them to evaluate who will be a good player and who won't. Particularly given the fact that practices have been severely restricted by the CBA.

If they're going to cut Pre-season games down to 2 games and expand the regular season games, they're going to have to expand the roster limit to counter the lack of practices and much shorter evaluation periods.

Perhaps, but I favored Winston over Mariota and he's the guy I would have taken too. Let's see how their sophomore years pan out. I liked Winston because he essentially ran a pro style offense in college while Mariota didn't.
