The “best” is subjective.

Several terrific vids in this thread can illustrate what an amazing arm can do.

But Bo certainly had the strongest arm. He overthrew the cutoff man a lot trying to be the “hero”. When he got it right, it was magic. But he was absolutely a work in progress as a baseball player. The coaching kinda finally started clicking in1989.

But if we’re talking “best” arm, that’s gotta be Clemente. Strong, reserved and accurate to where the throw needed to be.

I remember Bo's first OF assist and the extraordinary crowd reaction. He shot Mickey Hatcher at 3b from right field in the first inning on September 9, 1986. https://www.baseball-reference.com/b...98609090.shtml

I have been to hundreds of Royal games and know the way the crowd reacts when a visiting player might get shot by an outfielder. The crowd reaction for this play started like that but it did something I never heard before as the crowd processed what their eyes were seeing...it grew quiet... the ball was so straight and so fast our eyes must not be working right...after the throw arrived and Hatcher was called out the lull was overwhelmed by tremendous cheers as thousands realized that this incredible athlete that was hitting bombs during batting practice also had an incredible arm.
