That site loads quick and uses very little bandwidth since there is very little data to transfer. Since it's almost entirely text it can be zipped before it's sent and unzipped at the browser making it even faster. The majority of the "text" is in a stylesheet that is cached by your browser and only needs to be downloaded the first time. The part of each page that actually has to download each time is less than 3k, which is basically nothing.
As for maintaining, this has a web-based admin tool where I can add menu items, move them around, add/edit/delete pages, news items, etc. It's pretty flexible. Now that it's up and running I won't have to touch the code until I implement the search feature.
