I still don't understand why teenagers hanging a noose is the biggest part of this story? After the noose incident a larger group of black students gathered under the tree causing more tention, and the district attorney came to the school, and in front of police officers threatend to end the lives of black children. “I could end your lives with the stroke of a pen.”

Why are powerless kids displaying a symbol of death a bigger headline than powerfull adults threatening death to children?

Both the population and the crime rates are very comparable between KC and Hampton Roads. The difference is that KC is extremely segregated so it is easy to live in a bubble and pretend that the crime doesn't exist. Hampton Roads is very segregated so you have million dollar houses on Ocean View 2 miles down the road from $50k houses and weekly rental properties.

White flight is more dificult when there are only 3 main highways and you are surrounded by a Bay to your North and the Atlantic to your East.
