When it was built in 1975 it was a good idea (except for building it out of steel in Hawaii, rust is a constant problem). Honolulu had a minor league baseball team then and the stadium stands open up (the two halves are on rollers) to make a baseball field. They didn't have the PB then, so it was more than adequate for that.
A former mayor wanted to build a new one west of there near Kapolei, but never got it done. They do have a $200 million remodeling scheduled.
I've been to several PBs there, and a couple of preseason baseball games (they had the Padres here a couple of times) and despite the problems it is a good place to watch a game. Even in the nose bleed seats you have a good view of the field, much closer than in a bigger stadium like Arrowhead.
