Yes you can pay an attorney to plead the ticket down to a non-moving, but it's going to cost you at least double the cost of paying the ticket so weigh the necessity of this. In KC, MO it takes an attorney these days, they won't even talk to non-attorneys. It has been stated that Blue Springs may be different and it's worth a call to the prosecuting attorney's office and to see what they will offer you, they may or may not talk to you.

even if someone on CP was a lawyer, chances are its not in Blue Springs.

The thread seemed to imply that the cop was in the wrong and you wanted to fight it, and I'm sure that's why some people are going off. Starting a thread saying, essentially, that your kid got a speeding ticket and you want it reduced to a non-moving violation (something that occurs in every court in america about eleventy trillion times a day) seems a little odd, even for the offseason.

I just thought that if I was going to pay someone, it might as well be someone from the Planet. Just like using a member's wife as my mortgage broker, etc.

Same thing happened to me once. I just went in front of the judge and told him my story, and it got reduced to inattentive driving and my insurance didn't go up (I was 19).

Update your son's driver's license at your insurance company's website, making it one digit off. They won't be able to pull an MVR and will get a no hit report, buying some time. Most companies will not charge you until your renewal, and then only for three years. The longer you can delay the start of the surcharge, the closer you are to finishing it.
