It looked like the map they showed had the bulk of it hitting near Sendai? I don't know much about Japanese geography, but it says it's a city of approx 1 million.

Yeah, but there are more factors at play than just the size of the earthquake. Even a huge quake will not always cause a Tsunami like the one in Indonesia, and Japan has a much better warning system.

I think a lot of it would depend on the population concentration and the ability to get food, water and medicine into the area.
