They're not signing Xavien Howard AND anybody. He wants to be the highest paid CB in the league. And yes, they can prorate bonuses and all that (which all teams do BTW) but it isn't going to lessen the blow. Signing Xavien Howard isn't going to happen.

This is going to be a buyers market for safeties. Just like last offseason. Lots of supply and GMs don’t covet safeties like they used to.

These aspects are going to impact his per year average.
Harrison Smiths first year cap hit was only 7m.
Fullers first year cap hit was 6.5m
Veach can literally make enough 2019 cap space to sign Howard and Thomas by restructuring Houston and converting everything but vet minimum of his base salary to a bonus and pushing that amount to next year.
Veach is going to go all in. I’m telling you he’s going to.
Veach will sign a top tier guy at CB and safety...and maybe another move.
And still have space to tag Ford.
