Look like a route that Bowe was supposed to cut outside, then slide back toward the inside since the DB was on the outside shoulder of Bowe... leaving the middle of the field open in front of the safety and for RAC.

Just rewound the DVR - doesn't look like a tip. Cassel's follow-through may have been abbreviated a bit, though, due to Waters being pushed back pretty far - hard to tell from the angle.
