Vern Miller was the overzealous AG of Kansas from 71 to 75. The memory is a bit vague on this but I believe he actually arrested a flight attendant for serving alcohol over "Kansas airspace". You have to remember this state was the last state in the union to amend the state constitution to allow, regulate and tax liquor sales. And it wasn't until 1987 that the state constitution was amended to allow liquor by the drink and 2003 to allow Sunday liquor sales.
