Because it's an exceptionally small sample size.
If your sequencing is right, you can give up four baserunners every three innings and not have anyone come around to score.
Remember all those series we used to play against the Pirates in 2013-15 where guys would hit lasers and their OF would track everything down? That's 27 innings right there. You wouldn't say the offense is bad because they only scored a few runs a game when balls were hit right at someone or the defenders were making outstanding plays, just unlucky.
