Personally, I'd expect the money or something above the value owed in trade. I'd take a gun or something I like instead, or something I could sell. He shouldn't have spent money that wasn't his.

Sounds like he straight up doesn't care if he turned down a job in another department and has interlock on his car. Beating him up will only get you in trouble. You may be screwed.
