Unfortunately if they aren't going to spend money it will take years to build the depth the Rays have to play that way.

The Rays are more than just raw talent though. They can maximize the performance of fringe players.

The Rays will take a fringe major league reliever like Jeffrey Springs and turn him into a Cy Young-caliber starter.

Jason Adam had a 6.12 ERA with the Royals in 2018 and a 5.91 ERA with the Cubs in 2021.

He lowered his ERA to 1.56 with the Rays last year and is now one of the top high leverage relievers in baseball.

It's not realistic to expect the Royals to meet their level of efficiency. A better objective would be trying to be meeting the level of the Brewers, Guardians or Athletics.
