I thought they might be chargers, but I really doubt it.

It has to be a speed sensor, I saw temporary ones on trailers at various places along the interstate here before they rebuilt it, and they were always located at areas that bottlenecked.

We dont know 100%, but we do know that California has the built similar things to monitor traffic so they can post traffic updates, therefore making it the most likely answer.

I'm really glad that it wasn't this. Because if the CALI highways were puncutated every mile by THOSE, then I'd have to pack up all my $hit and move to CALI.
