None of the three GMs (and HCs) they've had in the last three offseasons re-signed him. He's not good in coverage. Re-signing him was never a priority for any of them. When you know the opposing team isn't gonna be trying to throw deep, you can prepare your DL to get their hands up to knock down the short passes and for your corners to jump the short routes.

If we had added Byrd, we could have mimicked that approach.
