I am still wondering if his suspension is in place, however. I dont think you can serve a suspension on IR but I would be happy to be wrong on that. It's not like I'm rooting against him.

We literally just switched to a 4-3 last year, and Speaks was on the IR. He’s not a bust until after we see him play in the system he’s made for.

He's an athletic 4-3 end that's a couple inches shorter than ideal.

Yeah, I know, thus why I am puzzled.

The only other thing I can think of is during obvious passing down situations where they may move him inside, but that would be risky as he would be undersized in the interior.

The only thing I can think of is rotational depth. Spags was the DC for the Giants when they won the SB with a rotating pass rush of Osi, Strahan, and Tuck.
