Lets take Burleson for example, and this is just an example. He gets calls from 3 different teams all saying we are willing to pay. He makes up his mind that he's going to visit all three: Detroit, KC, and Chicago. Logistically he decides to go from Detroit to KC then onto Chicago.
He gets to Detroit, they want him. They tell him they'll give him 5 years for $25 million with $11 million guaranteed. They also tell him that if he leaves town for other visits the deal is off the table. Take it or leave it. He will take it every time. Thus, KC was interested but never got a chance.
