I've been told by someone who is extremely close to Dwayne Bowe's brother that there's been a handshake deal in place since the end of last season.
This person went on to say he knew he'd be franchised this season followed by a four-year deal next year from the Chiefs.

I know nothing else, but this person seems very very confident in this information.

I've wondered this all along. If it somehow benefitted the Chiefs and/or Bowe to ink a long term contract next offseason, and in the meantime Bowe makes 9.5. Other than the risk of injury, why wouldn't Bowe do that?
