It is my understanding that "disturbing the peace" is a pretty broad catch all definition for incidents that are problematic, but don't rise to the level of assault.

You're right. If there's no consequences then more d bags will start doing this. Just like in Buffalo where they keep throwing effigies of Goodell onto the field when NE plays there. Most people here are smart enough to realize that.

The snowball thing pissed me off in that the league would dare attempt to even come down on such a harmless thing. It's a snowball for ****'s sake; it's not killing anyone in a helmet and pads.
