After last year its hard to imagine KC wont have a spontaneous celebration even if the mayor says people cant.

I don't think they can stop it in all honesty. You can close the grounds to Union Station and Liberty Memorial but you would probably want to stop traffic in downtown KC as the streets would likely be filled with individuals.
