If sacks don't matter, would Frank have anywhere close to his current contract if he was putting up 6 or 7 sacks a year in Seattle? Now clearly his postseason run has to be considered, but hypothetically speaking he most likely doesn't garner near the contract if he was performing this way during the regular season prior to his trade from Seattle.
