Can car alarms be considered noise pollution?

There's someone in our apartment complex that has one of those car alarms that goes through an annoying series of stuff that sounds like a police siren, fire alarm, buzzer, etc. You'd recognize it if you heard it. Anyway, I don't know what the deal is, but at least once a day (and often more than that), the damn thing goes off for seemingly no reason. It always stops after a minute or two, though.

Another one that happened a while back: Someone's car alarm (just the honking kind) started going off at around 3 in the morning. It didn't stop until at least 4:30.

While really annoying, neither of these bothered me enough to try and do anything about it. But it did get me wondering - can car alarms be considered noise pollution? In other words, if someone was pissed off enough by it, can you force someone to disable their anti-theft system due to how loud and obnoxious it is?

Just for clarification, I'm not planning on reporting either case or anything. Just curious how the rules work for something like that.

Those things drive me nuts too, some dipshit that lived in an apartment below me years ago had one that would go off every time it rained, and other times for no reason at all. IMO they're one of the most useless devices ever made.

Do this outside of their car... they will never, ever, let it go off again.

Heh...the annoying one just went off again. I keep thinking I should figure out what car it is and go give it a reason to go off.
