Medicare Question/Maybe Legal Question

Quick question for anyone that knows anything about Medicare... I will try to summarize the story as best I can here

My mom called on Nov 20 to tell her Plan D(her prescriptions) Medicare provider(BlueCross) to tell them that she had moved from IA to North Carolina. My wife was on the phone with this person as well. They gave them the change of address and asked if she was good with continued coverage... after several hold times because he seemed like he was very confused the guy finally came back and said yes, she was fine for next year and her coverage was all good.

Fast forward to the 8th of December, she gets a letter she was basically cancelled because they didn't provide coverage at her new address. Open enrollment ended on the 7th of December so she is basically ****ed now.

We called BlueCross today and they said that they actually have in the notes that they asked the question about moving and he said she would be fine but that they can't help her. She is ****ed. The one slight weird thing is they said the notes said they asked about moving to IA and not NC. I said that makes no sense as why would she ask about moving to IA when she was calling about moving from IA to NC. The guy agreed on the phone but said that is what the notes said. Anyways... anyone know what she can do? This is going to hurt a lot if we can't get this resolved.

EDIT: I know there is a 2 month grace period to change your coverage when you change your address but I am not sure how that will play out. She had called Medicare back in September(I think) to tell them she had changed her address. But she didn't tell the actual place that provided coverage until the 20th. Her license was changed on 11/15 so maybe we can use that as the legal address change date? Maybe???

Have you called medicare? Not the supplemental insurance, Blue Shield, but actual medicare. Changes in life or insurance, they can change outside of the open enrollment but the Part D being given by BCross I can't say you aren't out of luck. Blue Cross should also have a fair hearing pathway. Good luck.
