He added: "We're not shopping them."
He should be taken at his word. But the key word is "plans," because even though the Browns may not be "shopping" players per se, they are listening when people call.

Yes, they said they owe it to the team to listen to whatever offers come in and consider if it improves the team. How do you, or anyone else, read this statement to mean any particular player is any more available than anyone not named Aaron Rodgers?
