There are other parts of Illinois that you might be able to convince me have a midwest culture, but not Chicago. I think the phrase Mid-East should be more popularized. What are we supposed to call people from rural Ohio and Indiana for instance?

Depends on if you mean "rural Indiana by Lake Michigan" or "rural Indiana by the Kentucky border". Huge difference there.
