I may be wrong, but I feel like "game manager" and "franchise quarterback" are terms that weren't used until maybe a couple years ago?
If that's true, I would say it's the media's attempt to put more attention on the QB, since the league is lead by QB's nowadays.
A Quarterback's job is to keep the chains moving and put the team in a position to score, and at the same time, preventing the team from being put in a bad position. Game Manager QB's as well as Playmaker QB's do this. QB's that fail to do both of these things are just bad QB's.
