Lidar Jamming isn't really illegal in most places because its not regulated by the FCC, but technically it's much harder to do effectively because many countermeasures can be defeated in a straight forward way.
The on exception is automated speed cameras etc. Not only are those the devil, they're also much easier to fry because you know where there are. If someone really wanted to cook the camera sensor and or the lidar/radar sensor for those they could do so much easier
For me the issue is you're always fighting the losing battle here, it's better to drive 'smarter' than it is to try to beat the tech.

Don't need detecting gear to visually clock your speed when my radar won't lock on, make a traffic stop and inspect the vehicle for a jamming device and confiscate the device or Impound the vehicle. Lidar would have to be more obvious. Correct lidar is not regulated by the FCC but rather the FDA. Many states (about 12) have enacted state laws prohibiting the use of lidar jammers.
