From @NFL_CFB: Falcons are one of the teams to watch in a trade-up with the Texans

So my question is in General how do teams determine a value for picks next year using the chart?
http://www.drafttek.com/NFL-Trade-Value-Chart.asp
If the Falcons trade up from 6 to 1 1,600 to 3,000 we have a difference of 1,400. They really can't make that up in this year's draft. So do they just use a 1st rd'er in next year's, approx 8th overall? but how do they assume where a team is going to be next year?
I know it's not the Chiefs but I though it might be fun to toss it around and throw out some possibilities how the 6 to 1 could work. Thoughts?
