The first part of your story really just highlights my point. Drunk people are extremely hard to reason with. She likely wouldn't have gotten into a car with him at that point and, as a man, a domestic violence occurrence would be extremely likely if he were to attempt to wrest her keys from her/prevent her from getting in her car.
So really his only option was to call the police or just let her go. You may have called the cops on your friend, but I'd bet you're in a vast minority in that situation...
However, I will agree that he likely could have handled everything up until that point in a better way. Canceling a drunk person's drink order is a recipe for disaster

When it comes to drinking and driving I see things in a very black an white manner. My junior year in high school I went to a party with my friends. My girlfriend went to the same party with her girlfriends (very small town so our entertainment options were limited). It was during wrestling season so I wasn't drinking. My girlfriend got drunk and towards the end of the evening she was getting ready to drive home. I knew she had been drinking and shouldn't be driving, but instead of doing the right thing and either drive her home or at the very least not let her drive I just told her to be careful. She pulled out in front of a semi on her way home and her and the two girls with her were killed instantly. I'll never forgive myself for that.
