I dont think they are implants, I think its a condition referred to as 'Palumbo-ism', taken from the bodybuilder Dave Palumbo. Its like a distended gut/ab-pop from so much GH use over the years. The dude in that pic is a mess.. looks like he had some gyno surgery as well.
