If Bowe plays like some people here are hoping, JC stays healthy, Kelce takes off, and the other WR step up at least some..aling with Smith becoming more aggressive I think the team will do pretty good..as long as the line can hold a pocket for a few seconds

And that is what you have -- a very good quarterback who will rarely hurt your team or cost you games, who will execute for his playmakers, and the more playmakers he has to distribute the ball to, the further you will go in the playoffs. But his lack of killer instinct and his risk aversion will keep him from, like you said, being anything more than average among the 32 starting NFL quarterbacks.
You could do a lot worse, but you aren't going to have an elite/near elite QB -- the kind who have won every super bowl since Brad Johnson 10 years ago.
