No you can't....but when you have a close game, you move runners into scoring position any way you can....I'll repeat....what did the Giants do with Belt earlier in the game?
If you are really tagging the pitcher, then I agree with you....but we aren't doing anything to Bumgarner. Not sure how hard that is to understand.
