You can become pro in football whenever you want. There aren't any laws preventing it. The NFL has rules against it, but take that up with them, not the NCAA. Kids can still play in Canada or the arena league.
The NFL has an exemption from congress allowing them to exist the way they do. Why should as association of amateur athletics be forced to pay college kids because a professional organization won't?
You're barking up the wrong tree here. If anything, you should be calling on the NFL to be forced to create a minor league system on their own dime...not make universities do it for them.
