The problem is that the league can't PROVE anyone but the equipment manager/ballboy really did anything. Unless the equipment gives up any chance at another job in the NFL and squeals on somebody.
I believe the league has rules about Burden of Proof.
The NFL Players association isn't going to let the league penalize Brady unless the league meets that proof.
NFLPA doesnt' give a shit whether Brady did anything wrong, they are going into lawyer mode.
